Title
Uncertainty in spatial planning proceedings
Abstract
Uncertainty is distinctive of spatial planning as it arises from the necessity to co-ordinate the various interests within the area, from the urgency of adopting spatial planning decisions, the complexity of the environment, physical space and society, addressing the uncertainty of the future and from the uncertainty of actually making the right decision. Response to uncertainty is a series of measures that mitigate the effects of uncertainty itself. These measures are based on two fundamental principles – standardization and optimization. The measures are related to knowledge enhancement and spatial planning comprehension, in the legal regulation of changes, in the existence of spatial planning as a means of different interests co-ordination, in the active planning and the constructive resolution of current spatial problems, in the integration of spatial planning and the environmental protection process, in the implementation of the analysis as the foundation of spatial planners activities, in the methods of thinking outside the parameters, in forming clear spatial concepts and in creating a transparent management spatial system and also in the enforcement the participatory processes.
